California lotteries are run by the state of California and the lawmakers of the state passed the rules for conducting a lottery. If you receive a set of cards that contain an ace and big cards like 10, J, Q and K, it is a blackjack and you win. If the dealer has similar set of cards then it is consider as a tie. In cases where you receive a set of cards lower than 9 points, you will need to draw cards because the points are not enough for you to stand.

However, if you receive a set of cards that is 12 to 16, draw a card if the dealer’s card is showing more than 7. It shows that you the high point cards are already discarded and there would be a better chance to receive lower point cards.

In situation where you receive cards that contain points ranging from 17 to 21, you should just make a stand. It is because the probability for you to get small cards is very small. For instance, let say you are having 17 points at hand. To be safe you can only hit a card with a maximum value of 4. It is too risky and hence it is best to make your stand within this range of points.
